How do Canadian citizens apply for the Malta Nomad Residence Permit?

Can Canadian citizens apply from inside Malta?

Generally no: most applicants apply from outside Malta before they travel.

The "fly in on a tourist stamp and convert" route is a widespread misconception and does not work for this visa. If you already hold legal residence in Malta on another permit, different rules may apply, so confirm with the authorities.

How long does the Malta Nomad Residence Permit really take for Canadian citizens?

14 weeks (≈ 3 months)

  • Police clearance (typical)3w
  • Consular appointment (typical)4w
  • Processing 6w official6w
  • Post-arrival registration (verified)4w

Official processing: 6 weeks. The rest is doc gathering + waiting in a queue, none of which the consulate counts.

Avoid these

What do people get wrong about the Malta Nomad Residence Permit?

  • The tourist-stamp convert myth. Flying to Malta on a tourist stamp and converting it into the residence visa from inside the country is not possible for Nomad Residence Permit. Almost every application story that goes badly starts with this misconception.
  • Underestimating timing by a factor of 2–3. The "60-day processing" line is real, but it's only the consulate's processing window. The door-to-door reality includes police clearance, apostille, consular appointment lead, and post-arrival registration, so most applicants land between 4 and 7 months.
  • Income proof in the wrong currency. Bank statements showing income in your local currency are routinely rejected if the equivalent in EUR isn't clearly stated and consistent across the qualifying period (usually 3 or 6 months).

Worth knowing: Canadian passport holders are visa-exempt for short Schengen stays and can enter Malta without an entry visa, then travel to Malta to have biometrics captured after approval-in-principle. Canada and Malta have an income tax treaty in force since 20 May 1987, and a separate Canada-Malta Social Security (totalisation) Agreement in force since 1 March 1992 covering CPP and OAS. The required police document is an original RCMP-issued certified criminal record check less than six months old at submission.

Tax

How is Nomad Residence Permit income taxed for Canadian citizens?

Under the Nomad Residence Permits (Income Tax) Rules (S.L. 123.210, introduced by Legal Notice 277 of 2023, effective 1 January 2024), income from authorised remote work is exempt from Malta income tax for the first 12 months from the date the permit is issued (or from 1 January 2024, whichever is later), after which a 10% flat tax applies to that authorised-work income. Main applicants may opt in to taxation earlier by written declaration. Relief from double taxation is available. The Residency Malta Agency does not provide tax advice and directs applicants to seek independent advice.

Regime: 10% flat (after 12 months tax-free), about 25% effective tax on €60k/yr.

Authorised remote income is tax-free for 12 months, then a flat 10% (vs Malta's usual rates up to 35%). A self-employed (self-occupied) person pays Class 2 social of ~15% of net income; nil if you stay employed abroad or a totalisation agreement keeps you in your home system.

Living comfortably to well in Valletta runs about €1,900–€2,650/mo for one person, incl. rent. Roughly 42% less than the same living in Toronto, which runs about C$4,800/mo (≈ €3,250).

Worth a specialist's time. A short call before you commit usually pays for itself, especially for US citizens (FEIE/FATCA), existing UK ties, or unwinding SA tax residency.
